FUNDING AND FORECASTING

Forecasting:

Biannually update the 20-year projections for travel demand using the multi-modal Marin County Travel Demand Model, an EMME2 based model, and using the latest ABAG demographic projections.

These travel demand projections are typically applied to travel networks with and without a rail component. Our model closely conforms to observed traffic generation, traffic distributions, mode splits, and traffic volumes.

We also have constructed and maintain spreadsheet models of the Manzanita interchange, and the Strawberry interchange to be able to track conditions with development approvals and work on implementing appropriate improvement steps.

Funding:

We regularly notice agencies in the County of the need to meet funding deadlines for programs like the $7.5 M bi-annually that we get for the Surface Transportation Program (STP) and the Congestion Management Air Quality (CMAQ).

We monitor the funding picture by attending MTC/Partnership Finance Committee and Fund Program Working Group meetings. We are regularly involved in monitoring and implementing the Regional Transportation Plan (RTP), Regional Transportation Improvement Program (RTIP), Transportation Funds for Clean Air (TFCA), and the Transportation Development Act. In most of these programs we also monitor the delivery of the programmed projects to assure that they are delivered in a timely way.

Other:

Parklands Transportation Planning - manage the Comprehensive Transportation Management Plan (CTMP). The CTMP is a large-scale planning effort to quantify current and future demand for park visitation and to identify broader strategies for reducing the number of vehicles accessing the Parklands.
