The Department of Housing and Urban Development (HUD) requires communities who receive Homeless Assistance Grant (McKinney-Vento Act) funding to establish a Continuum of Care (CoC). The CoC is responsible for oversight of this funding and planning to address issues related to homelessness in Marin. The CoC through its Homeless Policy Steering Committee brings together county and local government, service providers, the faith community and community advocates to develop collaborative strategies to prevent and reduce homelessness in Marin. The Continuum of Care brings in approximately $2.5 million a year to support existing local programs in reducing homelessness.

Role of Continuum of Care:

  • Involve all agencies and programs who receive funding from the U.S. Department of Housing and Urban Development (HUD)
  • Facilitate the allocation of funding to these agencies
  • Serve as an inclusive vehicle to promote best practices
  • Facilitate access to mainstream resources and services for persons experiencing homelessness
  • Establish and track community performance goals related to ending homelessness
  • Conduct biennial point-in-time counts of sheltered and unsheltered persons experiencing homelessness.
