The Division is proud to announce the launch of the Continuum of Alcohol, Drug and Tobacco Service Strategic Plan!
The Plan marks the commencement of a comprehensive approach to preventing, treating and providing ongoing recovery support services for the problems associated with the use of alcohol, tobacco and other drugs in our community.
The priorities and goals outlined in this Plan strive to establish a comprehensive, integrated and recovery-oriented continuum of evidence-based services that are responsive to community needs, engage multiple systems and stakeholders, encourage community participation, promote system integration, and embrace a comprehensive approach to service delivery.
Join us in this groundbreaking work as we embark on implementing a comprehensive and integrated continuum of alcohol, tobacco and other drug services.

Strategic Planning Implementation- Are You Ready?
A Message from the Chief
As we are nearing implementation of the Alcohol, Tobacco and Other Drug Strategic Plan and the Request for Proposal process for selected services, I wanted to bring to your attention several resources that are in alignment with the direction and scope of the Plan, and should you be interested, may help to position you or your agency for participation in implementation efforts:
Pursue Drug/Medi-Cal certification for agencies interested in providing treatment for substance use disorders
Conduct the Dual Diagnosis Capability in Addiction Treatment (DDCAT) Assessment for agencies interested in providing treatment for substance use disorders
Review Treatment Standards from the National Quality Forum and California Department of Alcohol and Drug Programs
Review Prevention Standards, such as the Strategic Prevention Framework and Safe and Drug Free Schools and Communities Requirements, which include the Principles of Effectiveness
Compile agency data to prepare for the Request for Proposal process
Consider how and where the mission, infrastructure and expertise of your agency and staff align with the Strategic Plan.
Strategic Planning - Phase I - COMPLETED!
In September 2009, the first step in the Strategic Planning process for developing a Continuum of Alcohol, Tobacco and Other Drug Services was completed. The Prevention, Treatment, Recovery and Advisory committees developed data-driven problem statements, which can be viewed here:

Strategic Planning - Dr. Mark Stanford Presentation May 7, 2009
On May 7, 2009, Mark Stanford, PhD, Senior Manager of Medical and Clinical Services for the Santa Clara Valley Health & Hospital System, Department of Alcohol & Drug Services, presented on The Science and Chronic Nature of Addiction. The training defined addiction from the most current research and evidence-based position, highlighted its chronic features, discussed recently developed techniques to manage addiction over time, and presented information that can help guide systems or programs in adapting to a chronic care approach to drug addiction.

Strategic Planning - Kick-Off March 19, 2009
On March 19, 2009 over 50 individuals gathered together at the Board of Supervisors Chambers at the Marin County Civic Center to kick off the Marin County Continuum of Services Strategic Planning Process.
D.J. Pierce, Chief of the Division of Alcohol, Drug and Tobacco Programs and Kerrilyn Scott-Nakai from the Center for Applied Research Solutions facilitated a Power Point presentation on the Strategic Planning process.
Also presented were the Roles and Responsibilities of the Advisory Committee and Key Stakeholder Sub-Committees including: Prevention, Treatment and Recovery Sub-Committees.
